Mel Heaps will be serving as our Secretary/Treasurer and Marilyn Anderson will be serving as Director of Training. All Area Directors will remain the same for another 2 year term. Each member of CVOA plays an integral part in the election process. A Successful State Tournament We have a lot of people to thank for the success of the tournament. If you participated in any way, THANK YOU. It is a huge undertaking to pull off a successful tournament and CVOA's involvement is imperative. We had so many officials step forward to help with score keeping, timing and libero tracking. We had wonderful court liasons this year as well as runners and amazing and faithful volunteers that show up to lay sport court, set up nets and put the finishing touches on the coluseum to prepare for hundreds of players, coaches and fans. The hospitality room is such a blessing for the officials and we have Randy Richards and his helpers to thank for that. Pat Latta took care of our first time state officials and did a wonderful job making them feel at home. We joined CHSAA in hosting an officials recruitment table. Thank you to those who manned the table and gave of your time to promote CVOA. Thank you as well to Tim Darnall, Mel Heaps, Marilyn Anderson, Susie Gilbert and Bruce Bird for your involvement and support. I spent a great deal of time during the tournament and after getting feedback from fellow officials, coaches, players and CHSAA representatives. I have visited with the executive committee as well as CHSAA in an attempt to start addressing issues for the upcoming year. CHSAA implemented a new system for selecting officials for this past State Tournament. There were a few glitches and mishaps, and again we appologize for any officials who were affected in a negative way with this new process. We are addressing the concerns and look forward to a much smoother process next year. 2009-2010 Rule Changes INDIANAPOLIS, IN (January 23, 2009) - One of several new rules changes adopted by the National Federation of State High School Associations (NFHS) Volleyball Rules Committee will permit head coaches to stand during play. With volleyball becoming a growing spectator sport, resulting in more noise from crowds, this change will allow coaches better communication with their players. As of the 2009-10 season, coaches may stand in the replacement zone during play," said Becky Oakes, NFHS assistant director and liaison to the Volleyball Rules Committee. To keep up with the fast pace of the game and provide more exciting rallies, Rule 9-4-5 will now allow any part of the body to be considered legal contact with the ball. "In years past, the ball was only able to hit a player from the waist up in order to remain in play, but to reward great plays and provide more excitement for players and fans, a legal contact is now acknowledged as a touch of the ball by any part of the player's body," Oakes said. Two changes were made to Rule 5 regarding the deciding set and the second referee's responsibilities. In Rule 5-3-4d, captains will be called out before the deciding set for the coin toss by the first referee and teams will then be released to their benches. By allowing players to go to their bench rather than the end line during a coin toss, coaches will be able to more efficiently provide instructions and ensure players are ready to take the court for the final set. Rule 10-2-3, the procedure of substituting in and out of the set, will be changed next year. If more than one substitution is occurring, the substitutions shall be made in succession. Only one substitute shall be in the substitution zone at a time, while the second pair waits outside of the zone. "By having the first substitute ready in the substitution zone, it will help the scorer record who is coming in and out of the game. The second player will be up and ready, but will not be permitted into the substitution zone until the other players have been released," Oakes said. With a change in Rule 4-1-5, unadorned bobby pins, no longer than 2 inches in length, may be worn to control a player's hair. "Consistently in the past, hair devices had to be made of soft material to be permitted," Oakes said. "With the high request for bobby pins as a means of controlling longer hair, along with the unlikely event they would cause an accident, they will now be allowed." The main editorial change for the upcoming season is Rule 1-2-1,3, which changes the term 'game' to 'set.' This updates and reflects the current terminology of the sport and replaces all references in the rules to set. He has served as our President for the past four years and has been a great mentor to me over the course of the last year. His shoulder was always available, his ear always open and his advice always useful. Thanks again Tim, just in case the dozens of times I told you before weren't enough. The Executive Committee has been preparing for this year's regional clinics. We have a great deal of work to do, but are well equipped with our Director of Training keeping us on track. A major focus will still be to give a consistent message to each official across the state. This is an ongoing challenge, but one that is very important. We are also in the process of updating the CVOA website. We will send out a note when it is completed. As we move forward on the upcoming year, I invite feedback from each of you as members of CVOA. It is the job of CVOA to serve it's membership as a whole and in order to do that, we need to be informed of the issues facing this organization. Feel free to call or email me.
